This show had a dark film noir inspired animation style.  The Batman character was a man of few words. He actually loves Batman . The Joker needs Batman just as much as his crime victims do. Batman provides a counteracting force that brings balance to whatever The Joker does.      The Joker actually enjoys the little game where he throws that balance off by committing some crime and then having the balance restored when Batman brings him to justice.
