The Joker blames Bruce Wayne and some other millionaires for the accident. The Joker starts killing off the millionaires who he blames for the accident and forms a plot to get back at Gotham by poisoning the water supply. The Joker's plot is foiled by Batman.      The point of this origin story is that Bruce Wayne who we know is Batman actually help to create his greatest nemesis who is call The Joker. This explains why Batman feels responsible for saving the citizens of Gotham from The Joker's wrath. This also explains the weird psychological cat and mouse game that The Joker likes to play with Batma
